The Clark County, WA Sheriff’s Department (Vancouver) is, so far, the first known law enforcement agency to utilize window breaking this spring-summer to rescue a toddler accidentally left in a hot vehicle.
Does the WA Good Samaritan Window Breaking Law Extend to Animals?
The Department says they received a lot of online traffic on their Facebook and phone calls from citizens asking if the window breaking protections also apply to animals.
According to the CCSO:
“In general, the law allows a person to enter a vehicle to render aid when the following conditions are met:
• The vehicle is locked, or the person/animal cannot exit without assistance
• There is a good faith, reasonable belief of imminent danger of harm
• Law enforcement or 911 is notified before entry
• No more force than necessary is used to gain entry
• The person remains with the child or animal in a safe location near the vehicle until help arrives.”
How Many Children Saved in WA Last Year?
The exact figures for WA state are not known, but based on LE reports, in 2025, at least a dozen children, mainly toddlers and infants, were rescued by passers-by who broke open windows to save them. National data from the National Highway Traffic Safety Administration reported 31 deaths of children from overheated vehicles during heat waves.
Yes, the Law Does Apply to Animals in WA
You will note the CCSO mentioned animals as well as children under the Good Samaritan law. WA has some of the toughest animal cruelty laws, Gross Misdeameanors and in some cases lower-level felonies considering the seriousness of the offense.
